		<description>Just FYI: You don't need to do the CONSOLE_INSTALL=1 as you did during the beta.  When you run setup, it will either give you the option of a full server or console on a server OS, or just the console on a client OS.

And yes, you need more than the .MSC.   MSC files are essentially to MMC as .DOC files are to Word.   The console only install includes API remoting components necessary to connect to remote servers - and also support things like PowerShell scripts run locally that remotely connect to a WSUS server.
